10/14 : Workshop in Morocco to elaborate the management plan of Cap des Trois Fourches future MPA

RAC / SPA organized a workshop in Nador, 1st October 2014, to present the results of the diagnostic assessment phase of the Cap des Trois Fourches management plan, and to start discussions on the management vision and objectives of Cap des Trois Fourches future marine and coastal protected area.

During the first phase of the MedMPanet Project, several studies on the ecological and socio-economic component were conducted. Moroccan project partners have been identified and eight marine sites deserving to be set up as MPAs have been characterized.

The workshop in Nador was the opportunity to share the results with representatives of the community, relevant ministries and associations.

As a reminder, the MedMPAnet project aims to boost the development of the network of Mediterranean marine and coastal protected areas. In Morocco, efforts are currently focused on the site of Cap des Trois Fourches, Site of Biological and Ecological Interest (SIBE), to become an MPA.

The second phase of the project in Morocco has started after the thorough ecological and socio-economic characterization of Cap des Trois Fourches. RAC / SPA experts are now working with all stakeholders, always in a participatory approach, to the development of an integrated management plan.

The management scheme (challenges, vision, goals management) was widely discussed at the workshop organized in Nador.

Some relevant issues were debated, here's a summary of what has been discussed.


Artisanal fishing is a vital economic sector. It will be threatened because of the creation of an MPA?


"Fisheries, especially artisanal one, will have added value in the context of the MPA, none plans to jeopardize this practice . Artisanal fishermen will be rather supported", Mr. Ali Aghnaj (Ibis Consulting).

"MPA should not be considered as an end in itself but rather as a tool for conservation of artisanal fishing, ecotourism development ... ", Mr. Atef Limam (RAC/SPA).

Some fishermen do practice illegal fishing and target rare species such as grouper. Is there going to be an authority and means to fight against this phenomenon and control it?

"Concerning certain illegal practices, including benthic trawling, there is already a double control: the first one is done by the Marine Fisheries while the second one is operated by the Royal Navy", Mr. H. E. (Royal Navy).

"The administration plays its role of monitoring, but there is still a lack of communication and information. MPA will be, therefore, a good framework for collaboration, coordination and communication between the administration, the rural commune and associations for effective and efficient monitoring of any inappropriate practice ", Mr. Atef Limam (RAC / SPA).

The site of Cap des Trois Fourches is part of an area that has been the subject of many studies and projects that never benefit the local population. How can this change?

"Tourism has not yet been developed at Cap de Trois Fourches. It is time to join efforts and to find the appropriate framework for the development of tourism compatible with the objectives of an AMP", Ms. Yasmine El Haddouchi (Provincial Delegation of Tourism in Nador).

"Eco-tourism, with activities focused on nature and culture of the region, could be developed for the benefit of the local inhabitants. In this context, it would be possible to connect for example the site of Cap des Trois Fourches with Marchica tourism complex", Mr. El Hadi El Ouarti (Urbanism, Environment and Development Forum).

The next step in Morocco ?

The next step will consist on developing the management plan, through a clear definition of the partnership modalities and identification of simple institutional and organizational relays at sectoral and territorial levels. This will help reaching effective mechanisms in line with the national legislative, regulatory and economic tools.

Various necessary actions to ensure the protection of natural, cultural and landscape values of the site, without constraining economic and social sustainable development, will be thus specified.

The future workshops will further push the reflection and consultation on how to set up a participation and involvement mechanism of local stakeholders in the process of creation and management of the future marine protected area.
